From what I understand, three of the "Tony Sargs's Animal Circus” cards were inserted into packages of Nabisco Shredded Wheat cereal boxes distributed primarily in Canada.  The cards were intended to be collected, colored, hole punched, stacked, and then connected together with a ring or brad to form a Booklet of Tony Sarg’s illustrations.
 
Note: the National Biscuit Company became Nabisco in 1971.  Many listings and auctions incorrectly refer to these as Nabisco cards (ref: Robert Telleria).
