These cards were included in the Topps "Pee Wee's Playhouse Fun Pack" card packages that, in general, included: 1 tattoo sheet, 3 picture cards, 1 sticker, 1 wiggle toy, and 1 activity card.  This series of cards are double-imaged items designed to be used a flip books.  The first 40 cards are numbered with the remaining four cards being unnumbered checklists.  The backs of the cards contain numbered sticker sheets with three different themes: nutty initials, characters, and miniature pictures/slogans.  It should be noted that there are only 22 different stickers.
